The Nurse Managers are responsible for the development and deployment of departmental policies, procedures, and protocols, as well as related facility Patient Care Policies and Memorandums. The Manager is responsible to successfully meet related national and VISN Performance Measures, standards identified by accreditation bodies, and VHA Directives. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: BSN preferred. One to two years' experience as a manager. One year experience in Primary Care, or Residential Rehab Unit. One year experience in Behavioral Health. Experience with Cerner. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Physical Requirements: Moderate lifting (15-44 pounds); moderate carrying (15-44 pounds); straight pulling (half hour); pushing (half hour); reaching above shoulders; use of fingers; both hands required; walking (2 and a half hours); standing (5 hours); repeated bending; ability to distinguish basic colors; hearing (aid may be permitted). Environmental Factors: Working closely with others; working alone. ["Duties include but not limited to: Identifying problems/issues and appropriately addressing process improvement. Anticipating emergencies, coordinating prevention, and evaluating responses through critical analysis of patient situations. Facilitating training, education, and evaluation of safety skills for team members in area of assignment for the following: emergency preparedness plan, hazardous materials, fire plan, equipment failure emergency plans, and utility outage response procedures. Assessing the complex learning needs of specific patient/family cohorts. Effectively communicating plans with Primary Care interdisciplinary teams. Making daily staff assignments. Prioritizing staff assignments to assure the timely completion of assigned work. Securing staff coverage for unexpected leave or increased acuity. Evaluating practice of self and others using professional standards, relevant status, and regulations, and taking action to improve performance. Ensuring that nursing care is planned, and that thorough documentation is made within the medical record. Maintaining knowledge of current Joint Commission and other standards and assuring that Mental Health Residential Rehabilitation Treatment Programs (RRTP) and Behavioral Health (BH) nursing staff follows accreditation requirements. Developing and writing policy and procedures to meet these requirements and related standards. Actively participating in interdisciplinary processes that improve performance. Performing analyses of unit trends and initiating appropriate actions. Ensuring compliance with risk management and infection control procedures and promoting a safe work and patient care environment. Participating in formal quality improvement as assigned. Following the labor contract and communicating with the Chief, Behavioral Health and Medical Directors to suggest changes which affect the staff, prior to bargaining. Promoting effective working relationships among staff and peers and being an active participant in staff meetings. Assisting staff in identifying individual and program specific learning needs and areas for growth and/or improvement and collaborating with the Chief Behavioral Health and Medical Directors on how best to meet those needs. Addressing staff concerns in a professional timely manner by utilizing collaborative skills to prevent problems, and to identify, analyze and resolve issues. Maintaining cost awareness of full time-equivalent employees, usage of premium pay, unscheduled hours, and works to balance patient care needs with resources. Collaborating with the Chief Behavioral Health and the Medical Directors to provide adequate resources for staffing coverage to meet patient care needs. Being accountable and providing staff leadership in the preservation of patient rights, including assuring confidentiality, privacy, and that treatment efforts are based on identified patient needs, abilities, and preferences. Providing the customer with consistent information in accordance with established policies and procedures. Handling conflict and problems in dealing with the consumer constructively and appropriately. Collaborating with multidisciplinary team members in a manner that enhances coordination of comprehensive patient care. Managing all clinical and administrative operations of Nurses in the MH RRTP and BH to ensure the safe, efficient, and effective provision of rehabilitation and treatment services. Ensuring the MH RRTP and BH nursing staff is operating in compliance with all VHA policies and procedures. Completing all mandated reporting, monitoring, evaluation, and accreditation requirements relevant to the MH RRTP and BH nursing staff. Establishing procedures for the ongoing monitoring and evaluation of the effectiveness of all program activities. Ensuring the collaboration and integration of treatment and rehabilitation services with BH, primary care, Social Work Service, nursing, and other services.
